Legislative Bill Updates
  1. AB 1560 (Friedman): This year, CANP is sponsoring AB 1560, by Assembly Member Laura Friedman (D- Glendale), which would eliminate the ratio in existing law that limits one physician to supervising four NPs, if those NPs are furnishing. CANP has proposed this ratio be eliminated or changed, as a means of expanding the ability for NPs to work in multiple settings, often in medically underserved areas and clinic systems that may only have one MD working as a medical director but multiple physical locations providing patient care. 9/7/2017-Ordered to inactive file at the request of Senator Hill.
  2. AB 1368 (Calderone): Would allow physician assistants to sign any authorization form required by the Department of Health Care Services (DHCS) for Medi-Cal benefits and services. CANP has heard from many NPs that they are experiencing the same sort of administrative challenges and delays, and as such. AB 1368 will be amended to include NPs in that same authority. 9/5/2017-Ordered to inactive file at the request of Senator Skinner. Update | Medi-Forms with to the Department of Healthcare and should be done by March or the end of the summer.
  3. AB 845 (Wood): Would provide that a physician, pharmacist, or other authorized healing arts licensee who prescribes, furnishes, or dispenses a product composed of cannabidiol, in accordance with federal law, is in compliance with state law governing those acts. Status: 9/1/2017-In committee: Held under submission.
  4. SB 309 (Jackson): Would require the State Department of Health Care Services to apply to sponsor a reproductive freedom license plate program. The revenue generated from the license plates, as specified, to be deposited in the California Reproductive Freedom Fund, created by the bill, and to be used, upon appropriation, for the Family Planning, Access, Care, and Treatment program (Family PACT). 9/1/2017-Failed Deadline pursuant to Rule 61(a)(12). (Last location was APPR. SUSPENSE FILE on 7/19/2017) (May be acted upon Jan 2018)
  5. AB 1612 (Burke): Would repeal the requirement that a certified nurse-midwife be under the supervision of a licensed physician and surgeon. 1/20/18- Failed Deadline pursuant to Rule 61(b)(2).
  6. AB 2517 (Wood): Would establish the Advisory Panel on Health Care Delivery Systems and Universal Coverage in the California Health and Human Services Agency and would require the advisory panel to develop a plan to achieve universal coverage and a unified publicly financed health care system. 5/16/2018-In committee: Set, first hearing. Referred to APPR.
  7. AB 2965 (Arumbala): Would extend eligibility for full-scope Medi-Cal benefits to individuals of all ages who are otherwise eligible for those benefits but for their immigration status. 4/18/2018-From committee: Do pass and re-refer to Com. on APPR. (Ayes 11. Noes 4.) (April 17). Re-referred to Com. on APPR.
  8. SB 564 (Lara): This bill would extend eligibility for full-scope Medi-Cal benefits to individuals of all ages who are otherwise eligible for those benefits but for their immigration status (including those ages 19 and below). 5/22/2018-May 22 hearing: Placed on APPR. suspense file.

Asm. Jacqui Irwin: Meeting at Camarillo Office scheduled for June 15th at 10:30. Asm. Irwin will be there.

Asm. Monique Limon:   CANP table participation in Asm. Limon’s Emergency Preparedness Fair on May 12th in Santa Barbara.

Asm. Jacqui Irwin:   Upcoming CANP table at Asm. Irwin’s Emergency Preparedness Fair on May 19th in Thousand Oaks.

CANP Lobby Day: Most well-attended Lobby Day in CANP’s history. Five of our chapter members attended, received education on political involvement and our key bills, and lobbied at the state capital for AB 2517, AB 1612, AB 2965, and SB 564.
