Legislative Analyst Concludes Prop 46 Could Bring Massive Increases in Healthcare Costs
CANP is strongly opposed to Prop. 46 on the November ballot. The measure, funded primarily from trial lawyers, will make it easier and more profitable for lawyers to file healthcare lawsuits. The result is higher healthcare costs, reduced access to care, and Prop. 46 also contains a provision that will threaten the privacy of people’s personal prescription drug information.
How Will Access to Healthcare be Affected by Prop. 46?
The independent, non-partisan Legislative Analyst reviewed Prop. 46 and found that healthcare costs for state and local governments could increase by “several hundred million dollars annually.”
If healthcare costs go up, people could lose the ability to see their trusted healthcare providers.
Community clinics, like Planned Parenthood Affiliates of California, Community Clinic Association of Los Angeles County, the California Association of Rural Health Clinics and hundreds of others say Prop. 46 will raise costs that will cause specialists, like OBGYNs, to reduce or eliminate vital services to their patients, especially for women and families in underserved areas. Many clinics struggle financially, particularly community clinics that serve low-income, uninsured and rural patients. Anything that increases costs could jeopardize access to care for those patients most in need.

As you may have heard, the No on Prop. 46 campaign has begun advertising on both TV and radio in California, on both English and Spanish stations. Watch the TV ads and listen to the radio ads.
In early September, the No on Prop. 46 campaign released a video highlighting the multitude of problems with the state-run CURES database that contains the prescription drug history for millions of Californians. Prop. 46 contains no funding to improve CURES or to add additional security precautions, putting the privacy of patients’ prescription drug information at risk. Watch the video.
